Director of National Intelligence Tulsi Gabbard has made explosive allegations against former President Barack Obama and top members of his administration, accusing them of orchestrating a “treasonous conspiracy” to delegitimize Donald Trump’s 2016 election victory. Gabbard revealed her claims during a Fox News interview on July 20, stating that she had declassified more than 100 documents that point to an orchestrated intelligence fabrication effort by Obama-era officials.
Gabbard, a former Democratic congresswoman and 2020 presidential candidate who later broke with the party, now occupies the powerful post of Director of National Intelligence (DNI). In her televised remarks, she asserted that the Russiagate scandal was not merely a misjudgment or politically motivated investigation but a deliberate campaign of deception by the highest levels of the intelligence community to sabotage the incoming Trump administration.
“The implications of this are frankly nothing short of historic,” Gabbard told Sunday Morning Futures host Maria Bartiromo. “These were manufactured intelligence documents that sought to achieve President Obama and his team’s objective-undermining President Trump’s presidency and subverting the will of the American people.”
According to Gabbard, the documents she declassified on July 18 provide details of internal communications and orders that allegedly directed intelligence officials to dismiss assessments showing no Russian collusion and to replace them with fabricated narratives implicating Russia in the 2016 election.
The documents reportedly name several former senior officials, including then-Director of National Intelligence James Clapper, CIA Director John Brennan, FBI Director James Comey, and National Security Adviser Susan Rice. Gabbard contends these individuals coordinated to create a narrative that would cripple Trump politically and lay the groundwork for the Special Counsel investigation led by Robert Mueller.
Although the Mueller probe ultimately confirmed Russian interference efforts in the election, it found no conclusive evidence of criminal conspiracy between Trump’s campaign and Moscow. Still, the inquiry fueled years of political and media tumult, and contributed to Trump’s two impeachments and continued polarization.
Gabbard characterized the entire affair as a “years-long coup,” arguing that the fabricated intelligence was intentionally leaked to the press to drive public opinion and justify continued scrutiny of the Trump presidency.
In her interview, Gabbard pledged further transparency and announced that additional disclosures would be released in the coming week.
“Next week we will be releasing more detailed information about how exactly this took place and the extent to which this information was sought to be hidden from the American people,” she said.
Gabbard emphasized her intent to refer the matter for criminal investigation, vowing to submit the full set of documents to the Department of Justice and the FBI.
“Those responsible-no matter how powerful they are or were at that time-must be held accountable,” she declared. “This was not politics. This was treason against our democracy.”
Gabbard’s allegations immediately drew praise from former President Donald Trump, who took to his social media platform, Truth Social, on July 19 to applaud her efforts.
“Fantastic work by Director Tulsi Gabbard and her team on prosecuting Obama and the thugs who have just been unequivocally exposed on the highest level Election Fraud,” Trump wrote. “Keep it coming!!!”
Trump, who has long maintained that allegations of Russian collusion were politically motivated and baseless, has now seized on Gabbard’s findings as vindication.
The newly released documents, according to Gabbard, show that President Obama personally ordered intelligence officials to override earlier assessments that found no evidence of Russian involvement. These fabricated reports were then disseminated through the press, creating a false foundation for the Mueller investigation and years of public suspicion.
White House Deputy Press Secretary Harrison Fields appeared on Fox News shortly after Gabbard’s announcement, calling the disclosures a “turning point” in how the American people view the Obama administration.
“This is the predicate for a decade of attacks on President Trump,” Fields stated. “The Obama presidency was the most corrupt we’ve ever seen. And yet, the media ran cover for them by amplifying a completely false Russia narrative.”
Fields declined to go into detail about any legal steps currently under review, citing an ongoing investigation by the House Select Committee on Intelligence Integrity, which has reportedly been examining the origins of the Russiagate narrative for months.
Reaction from Democratic lawmakers has been muted but dismissive. An unnamed senior Democratic aide called the allegations “an absurd political stunt” and “an attempt to rewrite history ahead of the 2026 midterms.” No former Obama administration officials named in the documents have responded publicly as of July 21.
Despite the lack of official comment from those accused, political analysts say the implications of Gabbard’s accusations are enormous. If substantiated, they could further damage public trust in US intelligence agencies and provoke significant legal and institutional consequences.
“What Gabbard is alleging is nothing short of a constitutional crisis,” said Harold Glassman, a senior fellow at the Atlantic Institute for Legal Accountability. “If top intelligence officials fabricated evidence to delegitimize a duly elected president, that represents a betrayal of both democratic norms and the rule of law.”
For Gabbard, who has long styled herself as a crusader against government corruption and partisanship, the stakes are high. By positioning herself as a whistleblower against her former political allies, she risks alienating much of the Washington establishment. But to her supporters, including Trump and many of his followers, she is now seen as a champion for truth and transparency.
As the nation awaits the promised new disclosures next week, the political fallout from these revelations could be seismic. Whether they will lead to prosecutions, institutional reform, or simply deepen the partisan divide remains to be seen.
What is clear, however, is that Gabbard has forced a reckoning within the intelligence community—and placed the legacy of the Obama administration under unprecedented scrutiny.
