Building educational institutions at wrong places

AN educational institution is a place where students can have both physical and mental fitness. It has to be located at a place which is pollution-free and environment-friendly. In residential or commercial areas, students have to face traffic jams which make them exhausted. The noise pollution as a result of too many people in the area also hampers their studies because they cannot properly concentrate on their studies. 
In order to serve the academic purposes of the students, the government can keep some places reserved for educational institutions. This can help these institutions provide an appropriate academic environment for both teachers and the students. 
I would like to request the concerned authorities to pay attention to this aspect and facilitate setting up of educational institutions with proper academic environment.
