President Barack Obama has announced plans to greatly reduce U.S. troops in Afghanistan by the end of 2014 and then bring all of them home in 2016. Mr. Obama’s announcement Tuesday came as Afghans prepare to vote in a runoff election that will pick the next president to work with Washington on the future of the U.S. military presence in Afghanistan.
